The Electricity Standards of Service Code came into effect on 1 December 2012. On 25 October 2017, the Electricity of Standards of Service Code was updated and merged with the Guarantee Service Level Code to form a new Electricity Industry Performance Code. Elements of the Electricity Standards of Service Code will continue, particularly relating to network services. 

Power and Water Corporation’s network service is subject to a pricing determination that covers a five year period from 2014-15 to 2018-19. This determination is based on targets set under the Electricity Standards of Service Code. Power and Water will continue to report against these targets during the current regulatory determination period.

The Commission is empowered to set standards of service in the electricity supply industry. Section 24 of the Utilities Commission Act and Regulation 2B of the Utilities Commission Regulations authorises the Commission to make a code relating to standards of service by licensed entities in the electricity supply industry.

The objectives of the Standards of Service Code are to:

  • establish minimum standards of reliability, quality and customer service in the Territory electricity supply industry;
  • develop, monitor and enforce compliance with and promote improvement in standards and conditions of service and supply by Power and Water Corporation; and
  • require that Power and Water Corporation has in place arrangements which regularly report actual service performance against the key service performance indicators in terms of reliable, quality and customer service.

The Code established a process by which Power and Water Corporation, as network provider, set targets for minimum standards of service on a best endeavours basis. Power and Water is required to report its performance against these targets to the Commission on an annual basis. Retailer and Generators operating in the regulated network are also required to report their performance on an annual basis.

The Commission incorporates the licence holder’s reports into the Commission’s annual power system reviews.

Approval of Electricity Network Performance Target Standards for the Regulatory Control Period 1 July 2014 – 30 June 2019

On 12 July 2013, the Commission approved the distribution and transmission network performance target standards applicable to Power and Water Networks from 1 July 2014 to 30 June 2019. 

Annual reporting of performance under the previous Standards of Service Code

The previous Standards of Service Code came into effect 21 December 2005 and ceased operation on 1 December 2012.

This section outlines Power and Water Corporation's Compliance Reports under the previous Standards of Service Code. 

The Procedural Guidelines under the previous Standards of Service Code provided that the Commission will publish a summary of the information provided by Power and Water Corporation in accordance with clause 8.1 of the Code no later than six months after the end of each financial year.
