The Commission is assigned a variety of roles relating to the setting, approval and/or enforcement of codes and rules aimed at ensuring appropriate behaviour and conduct by licensed or regulated entities in the Territory’s electricity supply industry. In particular, the Commission is required to administer the Network Access Regime under the Network Access Code. The Network Access Code is a schedule to the Electricity Networks (Third Party Access) Act, which governs third-party access to the services provided by prescribed electricity networks in the Northern Territory. Part 2 of the Code establishes the terms and conditions under which access to an electricity network is to be granted to third parties and lays down the processes to be followed in negotiating and implementing access agreements, and in resolving access disputes.

The Commission also administers the Ring-fencing Code, which governs the conduct of prescribed businesses and related contestable businesses with a view to stimulating a competitive market environment in the Territory's electricity supply industry.
