For the forth regulatory control period (the five-year period commencing 1 July 2014), the NT Network Access Code requires the Commission as regulator - in consultation with interested parties - to review the price regulation methodology used in the previous regulatory control period with a view to modifying the methodology as appropriate. The Commission refers to this review and consideration of the price regulation methodology to apply from 1 July 2014 as the '2014 Network Price Determination'.

The Commission released its Framework and Approach Paper for the 2014 Network Price Determination in November 2012, which outlined the Commission’s position to adopt, where possible, the approach used by the Australian Energy Regulator and the application of relevant parts of the National Electricity Rules in that are consistent with the NT specific legislation.

Acknowledging that resourcing constraints and economies of scale mean that full adoption of the AER processes may not be practical at this time, the Commission’s approach was to, in consultation with PWC Networks and the AER, adopt each component of the AER approach unless it is inconsistent with requirements of the Code or cannot be reasonably met by PWC Networks.

For small and medium size customers (those consuming less than 750MWh of electricity per annum), retail tariffs are regulated by a Government Pricing Order which sets the maximum amount that PWC Retail is able to charge these categories of customers. A change to the network price as a result of the Commission’s network price determination will not impact the current Pricing Order.

The Commission's Final Determination was released on 24 April 2014.

On 20 May 2015, the Commission made a Network (Variation) Price Determination to correct an error in the Side Constraint formula set out in the Formula Schedule of the 2014 Network Price Determination.

PWC Initial Regulatory Proposal
